Lëo-rêqa Bî (/ˈlëo/ /ˈrɘqa/ [gray] [manner]) is a subtropical Town located in the Ineg̈èsho Zone of the Union of Engineers.

The name Lëo-rêqa Bî is derived from the Iron Elvish language, as Lëo-rêqa Bî was founded by Trêb Èbrë, who was culturaly Iron Elven.

Climate

Lëo-rêqa Bî has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 11°C (51°F). Lëo-rêqa Bî receives an average of 281 cm/y (110 in/y) of precipitation, most of which comes in the form of rain during the spring. Lëo-rêqa Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1080 m (3543 ft) above sea level.

Overview

Lëo-rêqa Bî was founded durring the late 12th century in summer of the year 1097, by Trêb Èbrë. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Trêb Èbrë.

Lëo-rêqa Bî was built using the conventions of Iron Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Lëo-rêqa Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Lëo-rêqa Bî is buildings folow an organic layout of crampt paverstone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Lëo-rêqa Bî's exceptionaly well made fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Right off the bat Lëo-rêqa Bî hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. Precisely how it has gained its wealth is a mystery. Lëo-rêqa Bî is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Civic Infrastructure

Lëo-rêqa Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Lëo-rêqa Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Lëo-rêqa Bî's parks.

Lëo-rêqa Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Lëo-rêqa Bî.

Lëo-rêqa Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Lëo-rêqa Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Lëo-rêqa Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Lëo-rêqa Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Lëo-rêqa Bî's public wards, blessings, and other arcane systems.

Lëo-rêqa Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Lëo-rêqa Bî's grid is powered by mana accumulators.

Lëo-rêqa Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Lëo-rêqa Bî's natural decorations nor waterways.

Lëo-rêqa Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Lëo-rêqa Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Lëo-rêqa Bî's town hall was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.

In Lëo-rêqa Bî there are unidentifiable people in the fog, but it seems to be okay.

The Spider Eater near Lëo-rêqa Bî are known to be more aggressive than normal.

Lëo-rêqa Bî's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves consuming a local toxin to channel Charm energies of tier 3 via throat chanting.
